Established in Fier, Oil Palmir Sh.A is focused on the future of Albania’s energy sector. The company is fully licensed by the Republic of Albania for hydrocarbon refining, wholesale and retail fuel trading, and the construction of a modern refinery complex. This project is being developed under a master plan approved by the Ministry of Energy and includes all necessary environmental and technological permits.
Our core activities include:
Hydrocarbon refining and processing of crude oil into clean fuels such as diesel, gasoline, LPG, and bitumen
Wholesale and retail fuel trading, supplying high-quality fuels to commercial clients, distributors, and fuel stations nationwide
Refinery construction and site development, with full compliance to environmental standards and sustainable industrial practices

Founded in 1996 and headquartered in Patos-Fier, Palmir L.T.D is a leading construction and civil engineering company with over 25 years of experience in public and private sector projects. We specialize in designing and building roads, highways, bridges, residential buildings, industrial facilities, and tourism infrastructure.
Our capabilities include:
Public infrastructure: Roads, highways, underpasses, bridges, and drainage systems
Civil and residential construction: Apartment blocks, villas, commercial centers, and fuel stations
Tourism development: Design and construction of tourist villages and resorts along the Adriatic coast, including a major project in Darzeze
Concrete and inert material production: Certified RCK-grade concrete using Italian technology
Heavy construction equipment and logistics: A full fleet for excavation, piling, concrete work, and large-scale operations
One of our flagship projects includes contributions to the Levan–Vlorë and Levan–Dames highways—key sections of the Pan-European Corridor VII—where we partnered with Alpine Mayreder Bau GmbH and Todini Construzioni Generali to execute earthworks, structural components, and concrete production totaling over 50,000 m³.
